There are several possible reasons that this happens.
First: if your fulcrum is new, be aware that we remove the excess lubricant from the tracks before we ship, so that dirt from the job site does not collect on the tracks while it waits to be installed. So, you can restore a small amount of Mystick JT6 to the tracks with your finger.
Second: if you are standing on the deck beside the newly installed Durafirm stand, and you want to operate it to see if it works, be aware that the footwheel/roller's function is to "bite & crawl" into and along the rubber channels on the underside of the board. Without the diver's weight on the board, using his/her foot to operate the footwheel adjustment, the system is not likely to function.
Third: If you are working with an old or poorly maintained fulcrum assembly, the problems may be many: solidified lubricant in the roller blocks, broken slide bearings or roller bearings, or broken roller clamps. If the roller just spins, the lock nuts on the roller clamps may be too loose. If the roller blocks do not move parallel to each other (one advances ahead of the other) then the tie plate bolts may have loosened. The lock nuts on the anti-rattle clamps may be too tight or too loose.
A good way to start with an old fulcrum assembly is to purchase 2 new roller blocks (and a grease gun and grease if you do not have these.) If the tracks are smooth and the tie plate does not have worn, over-sized holes, the roller blocks may be all that you need.
