This question usually comes from a pool manager who has both recreation users of the diving board and diving class participants who want the full use of the diving board during their diving class. The simplest way to lock the fulcrum forward is the use of a plastic-coated-cable bicycle lock (either combination lock or key). Put the cable around the front of the fulcrum assembly and through the hole in the footwheel casting. The only movement that can occur is about 1/4 turn of the wheel.
