Most of the dimensions are measured from a reference point, called the "plummet" which is the center front end of the diving board, in the position where it will be installed. We illustrate briefly here some of the minimum depths:

For a 1M installation of a 16' diving board, the water depth at plummet must be at least 11.2 feet deep. The water depth 16.4 feet ahead of the plummet must be at least 10.8 feet deep.

For a 3M installation of a 16' diving board, the water depth at plummet must be at least 12.1 feet deep. The water depth 19.7 feet ahead of the plummet must be at least 11.2 feet deep.

U.S.A. Diving's discussion includes this valuable advice:

RE: Diving Envelope Below Water Surface "These dimensions are provided to give adequate room to maneuver underwater to avoid collisions with the pool bottom, upslope and pool sides which could result in serious spinal cord injuries. Coaches should be aware that within practical limits of pool design, it is not possible to rely only on the slowing effect of the water to assure that the diver will not hit the bottom of the pool at dangerous velocities. There is a basic requirement that the diver steer underwater to avoid potentially injurious impact with the bottom of any practical pool." This logically implies that users of diving boards need instruction and supervision.
